Gemini Enterprise: Turn Gemini 2.5 Pro on or off in the web app

Administrators can turn Gemini 2.5 Pro on or off for the Gemini Enterprise web app in the global, us, and eu regions. Gemini 2.5 Pro remains turned on by default, so existing configurations aren't affected.
