Fixed: Removed a query insights limitation for Cloud SQL Enterprise Plus edition and Cloud SQL Enterprise edition instances that use PostgreSQL 18.

Removed a query insights limitation for Cloud SQL Enterprise Plus edition and Cloud SQL Enterprise edition instances that use PostgreSQL 18.

Instances using PostgreSQL maintenance version 20260319.00_RC02 or any later version now store application tags when using query insights even if a query has comment tags before the start of a SQL statement.
